when i sign up a new account they told me that i need to enable cookies in my web browser. what should i do?

Clear forms and clear Passwords. This sometimes works if the problem your end.
You can do this through tools in Internet explorer as well.
Click privacy and check cookie setting. Turn it off just for a try to see if this is problem. Turn it on medium.
Explorer should prompt you at bottom of page if any cookies blocked. Just click on the symbol and see whats blocked and allow the one you need.
